SUMMARY
Issue 9: Breakthrough, the ninth free expansion to the City of Heroes? universe, introduces an entirely new level of depth and gameplay to the franchise. Players acquire and invent new "loot," and have the option to buy and sell it using the new hero and villain auction houses. Along with Issue 9's other great features, this brand new system results in a wealth of new gameplay for players.
FEATURES
Invention System (Heroes and Villains) Using the highly anticipated Invention system, players acquire and collect "loot" in the form of Salvage and Invention Recipes. These will be used together to invent uber-enhancements, costume pieces, new powers, gadgets, and more. This creates a world of new activities, rewards and character evolution!
Auction Houses (Heroes and Villains) Where better to buy and sell all of these new items than in the new auction houses! Wentworth's Fine Consignments have sprung up throughout Paragon City? while the villains prefer to do their bidding alongside "black-market" trucks placed throughout the Rogue Isles?.
Statesman's Task Force (Heroes only) This high-level PvE content allows eight heroes to team up in order to face and defeat Paragon's greatest enemies! Completing this difficult challenge results in some of the game's rarest loot! New Hamidon Encounter (Heroes and Villains) Not only do villains get their own end-game raid encounter with the "Hamidon," but the new experience is also brought to the Heroes side where players must use new tactics to bring down one of the "City of"s greatest threats. |
Winter is blowing in across the bay to Paragon City, and settling on the Rogue Isles like an icy blanket. New presents and threats await both heroes and villains this holiday season.
By simply logging in and visiting Paragon City or the Rogue Isles between December 14th and January 2nd*, your character will receive the Cold Front badge and a Fuzzy Earmuffs costume piece, so you can look stylish and keep warm while patrolling the streets (or committing nefarious deeds!).
You?ll also receive the Holiday Spirit Temporary Power, which grants 24 hours of Debt Protection.
And what?s more, you?ll receive the Holiday Cheer Temporary Power ? a real gift of giving. You have to target another player and use Holiday Cheer on them. It will reward them with a random, Mystery Gift ? possibly a Temporary Power, a sack full of Influence or Infamy, or maybe even a very recognizable hat.

COMBINED NOTES
Powers
? Removed projected decal particles from a lot of power FX to help with sporadic performance issues. This means that mobile ground level powers like Steamy Mist, Choking Cloud and Radiation Infection will not appear to conform to terrain as closely as in previous Issue 8 builds.
? Dark Miasma's Tar Patch, Dark Miasma's Dark Servant, and Dark Blast's Life Drain will now play animation and FX when cast.
? Removed the alternate flight poses. We have reverted Fly and it's incarnations to Issue 7 animations. We have looked at your feedback and agree that the inability to choose your flight pose hinders creativity. We are going back to the drawing board, and when the alternate flight poses re-appear, you will be able to select which one you want for your character.
Bases
? Autonomous Expert System can now take a Mission Computer as an Aux Item, and Mystic Orrery can now take an Oracle as an Aux Item. These changes will allow Supergroups that only have those Control sources to run the Cathedral of Pain.

? Fixed an error that had kept heroes and villains above level 40 from getting missions in Warburg. Warburg missions are once more available to player characters from level 30-50.

? Police Band Contacts will now show up as Detectives in your contacts list instead of showing up as Brokers.

| This past-Halloween marked one year of villainy in the City of... universe. In recognition of City of Villains's first anniversary, Cryptic and NCsoft are pleased to announce two exclusive badges: the Elusive badge, for Villains; and the Pursuer badge, for Heroes.
Players can earn the badges simply by logging into City of Heroes or City of Villains until the end of November.
Remember that these badges are awarded on a per-character basis - if you have more than one hero or villain, you?ll need to log in each of them before the end of November to receive the badges. |

A full costume set of anime-inspired technological armor pieces is available at this level. Heroes and villains can get a whole new unique look to their characters with this costume set, and we are even including a Costume Change token so that they can take advantage of the new set without impacting their Influence or Infamy. Like other costume rewards, this set is available for all characters on the account, present and future, so if the costume inspires players, they can make a level 1 character with the new costume pieces right out of the gate.

This reward level incorporates some back story elements from the City of Heroes and City of Villains games and ties them in to character costumes and supergroup bases. First included are new chest emblems from a selection of the in-game groups for characters to wear proudly. These include the Freedom Phalanx, the Vindicators, Vanguard, Arachnos, the Paragon Police Department, the Cage Consortium, Circle of Thorns, and the Council. Of course a Costume Change token comes with this reward as well.
Also included are exclusive trophies for supergroup bases. Scirocco?s sword, Ghost Widow?s cape, Black Scorpion?s armor piece, Captain Mako?s teeth, Lord Recluse?s helmet, and even goo from the Hamidon. Villainous trophies include Positron?s helmet, Synapse?s goggles, Numina?a cape, Sister Psyche?s belt, Citadel?s brain, Manticore?s bow, and Statesman?s faceplate. These trophies come complete with their own display case and look great in any base.

Here players get a choice. Player characters can select one of the staves that Nemesis gives his troops, or the awesome Blackwand, as a prestige power. These began as temporary powers players could earn for completing certain missions. Now they can become permanent parts of player characters, like the Ghost Slaying Axe and the Sands of Mu from the 12 month reward.
The Nemesis staff is a steam-powered staff that shoots bolts of energy that deal damage, knock back foes, and may stun them. Damage: Moderate. Recharge: Long. The Blackwand is a black metal wand that feels cold in the hand, and glows with dark arcane energies. When used by those skilled in magic (i.e. of Magic origin), it increases the potency of its attacks. Damage: Moderate. Recharge: Long.
36 Months: Addicted
* Addicted badge
* Base Item: Arachnos Flyer (Villains), Longbow Chaser (Heroes)

Supergroup bases will never look the same once players park one of these babies in them! A choice of an Arachnos Flyer or a Longbow Chaser means that a player base will have a unique look to it that only comes with the three year Veteran Reward.
In addition, players get another choice for their characters. This time, they get to choose between five cuddly non-combat pets for each of their characters! That?s right, these little critters are useless in combat, but they look oh-so-cute, and can be the perfect accessory for each of their character concepts. The five pets to select from are a small Demon, a renegade Clockwork, a docile Red Cap, a domesticated Rikti Monkey, and a refurbished Robot. |

Crouched at a roof's edge and poised like a shadow threatening to engulf the entire city, the villain awaits. Suddenly, she snaps forward and dives towards the concrete below. At the last moment, her sinister demon wings explode outwards, catching an updraft and carrying her back into the sky. Her laughter is caught by the wind, falling over her foes far beneath her.
Wings - Angelic and Demonic, both suitable for either heroes or villains - have been one of the most highly requested options in City of Heroes. Now, veteran players can enjoy their majestic view from high above Paragon City.

| Veteran Rewards Program FAQ
Q: What do I have to do in order to receive my rewards?
A: If you have an active account*, you don't need to do anything except log into the game. After each three-month milestone, the rewards will be added to your account(s).
Q: What is the specific start date of the Veteran Rewards program?
A: It will begin day-in-date with the launch of Issue 8: To Protect and Serve. We are projecting Fall of this year, 2006. The rewards are retroactive for the number of months accrued with an active account*.
Q: Where can I find out how many months I have played with an active account*?
A: Visit the PlayNC Account Management page at https://secure.plaync.com/cgi-bin/plaync_manage.pl and sign in using your PlayNC? master account username and password. If you don?t remember them, visit our Knowledge Base for assistance. Veteran Reward Time can be viewed by clicking the ACCOUNT DETAILS button listed for the game account you wish to view it for.
Q: Can you explain how this program is retroactive?
A: If, at the launch of Issue 8, you have had your account with City of Heroes/City of Villains for the past 10 months, you will have 10 months of Veteran Reward time already on your account. You will immediately receive the 3-, 6-, and 9-month rewards on your characters when you log them in. If you had let your account lapse for 2 months during this time (i.e. you didn't pay to keep it active), then you would only have 8 months of Veteran Reward time and only get the 3- and 6-month rewards.
City of Heroes launched on April 28th of 2004. If you have been with us since the beginning, and have never let your account lapse, you will have 28 months of Veteran Reward time as of today (9/20/2006).*
Q: My account is no longer active. Can I still receive my rewards?
A: Yes. All you need to do is reactivate your account via credit card or game time card and the appropriate level of awards will appear for your characters. Just log in and they will be waiting for you. Note: the time that your account was not active does not count towards your rewards.
Q: If I paid for some of my months using game time cards, will that still count towards my rewards?
A: Absolutely! Players will be rewarded for their number of months with an active account, whether they were paid for via credit card or game time card.
Q: Can I pay for a certain number of months into the future in order to receive my rewards now?
A: No. The rewards are for the number of months with an active paying account and this only applies to past time, not future time.
Q: I have had an active account from the beginning of City of Heroes. Will I be rewarded for all 27 plus months?
A: Yes, of course! Rewards have already been determined for the first three years. We will continue to add them so there will always be new rewards waiting for our most loyal players.
Q: I participated in the City of Heroes and City of Villains Betas. Do those count towards my rewards?
A: No. Remember, the rewards are for the number of months with an active account (see definition below).
Q: I play both City of Heroes and City of Villains? Do I get double the number of Veteran Reward months?
A: No. As someone who plays both, you only pay a single subscription fee, and rewards will be awarded as such.
Q: Does the free month that was included with my game purchase count towards my reward time?
A: Yes.
Q: I have multiple accounts, some newer than others. Will my rewards for my oldest account apply to my other accounts as well?
A: No. Rewards are specific to each account.
Q: Will I get a free costume token for each character I have available?
A: You get one costume token per character regardless of how many costume slots you have unlocked.
Q: If I transferred from the European servers to the North American servers, or the reverse, does my time on the previous servers count towards Veteran Rewards?
A: That functionality will not be supported at launch.
*Active account time includes 1. the free month of game time included with the game, 2. free trial time, and 3. payments by credit card or game time card. Payments by credit card or game time card only include the paid time already incurred, not future time. |

There are many frightening and dangerous entities in our world. Some are relatively mundane, such as gang members with super powers, or the clunky clockwork robots of the Clockwork King, while others aspire to grandiose villainy and arch-plans, such as the criminals of the Rogue Isles. But there are some threats that outstrip almost all others, and cause even the greatest heroes (and villains, too, I suppose), pause. The Federal Bureau of Super-powered Affairs calls them ?Threats? officially (although they seem to classify everything as a Threat) but they are more commonly referred to among agents by the informal phrase, ?Giant Monsters.?

New rooms available: ? The Oversight Center (Found in the Control Rooms tab). This is a 3x3 room that costs 50,000 Prestige. It can hold 1 Control item, 1 Storage item, and 1 Workshop item (as well as unlimited decorative items, but no Aux items).
? Med Bay: This is a 2x2 Medical room that costs 50,000 Prestige. It has the restriction of only allowing 1 Medical item in it (no Anchors, no Aux items).
? Teleport Bay: This is a 1x2 Teleport room that costs 50,000 Prestige. It has the restriction of no Dimensional Anchors and only allowing 1 Teleporter and 1 Teleport Aux Item (so your Teleporter is restricted to going to only one zone).
? Workshop: A new 1x2 Workshop is available costing 50,000 Prestige. It, too, can not have any Dimensional Anchors in it, and it is limited to 1 Worktable and 1 Storage object, as well as 1 Empowerment Station. New Base Item: Combo Energy/Control generator. This is a new Control item, a small, 25,000 prestige, generator that outputs Control and Energy to a level that is "just enough" to get the minimal functionality of the base online (that being a single Teleporter, Reclaimator, and Worktable). It comes in both Arcane and Tech versions, and you can fit 1 per Oversight Room and 1 per Plot (multiple Oversight rooms do not give you multiple Combo Items).
? Unsecure Base Plots are now limited to 1 Item of Power. Secure Base Plots are unchanged (there is no artificial limit to the amount of Items of Power a Secure plot can contain).
Chat
? Fixed rare crash related to certain global chat channels.
Game
? Fixed the AI for inanimate objects (such as the Mole Machines) which were moving under certain conditions.
